"Designated workers for designated skills" requirement under Construction Workers Registration Ordinance to be implemented tomorrow (with photos)

The content of this page only provides Chinese ve The remaining phase of Prohibition under the Construction Workers Registration Ordinance (Cap. 583) (CWRO), i.e. the part of "designated workers for designated skills" (DWDS), will be implemented tomorrow (April 1) in order to fully launch the construction workers registration system.

The Phase One Prohibition under the CWRO was implemented on September 1, 2007, allowing only registered construction workers (including registered general workers) to carry out construction works on construction sites. Starting tomorrow, the CWRO will further require contractors, construction workers and their employers to follow the DWDS requirement that except under specified conditions, skilled work on construction sites must be carried out by registered skilled workers or registered semi-skilled workers of the designated trade division.

The Construction Industry Council (CIC) held a launch ceremony for the implementation of the DWDS provision today (March 31). Officiating at the ceremony, the Permanent Secretary for Development (Works), Mr Hon Chi-keung, said, "The DWDS requirement can ensure the quality of registered workers and raise their professional status. Further, through the registration system, we can get more reliable data, which facilitate reviews of the existing manpower policies and training courses."

Also officiating at the ceremony, the Chairman of the CIC, Mr Chan Ka-kui, said, "During the last two years, the CIC has collaborated with labour unions to assist tens of thousands of senior workers to register as skilled workers, having regard to their relevant working experience via the one-off senior workers registration arrangement. For the industry, the CIC has organised briefing sessions, published instructions and the code of practice, and promoted and publicised the DWDS requirement through different media channels. The CIC has also devised a mobile app entitled 'Quick Guide on DWDS' to provide construction practitioners with fast and easy access to information related to the DWDS requirement."
