DEVB and Shenzhen Government sign first entrustment agreement for Regulation of Shenzhen River Stage IV (with photos)

The Development Bureau today (August 30) signed an agreement with the Shenzhen Municipal People's Government (Shenzhen Government) to entrust the duties of management and supervision for the first contract of the river works under the Regulation of Shenzhen River Stage IV to the Shenzhen River Regulation Office of the Shenzhen Government.

The Permanent Secretary for Development (Works), Mr Wai Chi-sing; the Director of Drainage Services, Mr Chan Chi-chiu; the Executive Vice Mayor of the Shenzhen Government, Mr Lyu Ruifeng; and the Director of the Water Affairs Bureau of Shenzhen Municipality, Mr Zhang Qiwen, witnessed the signing of the agreement performed by the Deputy Secretary for Development (Works), Mr Enoch Lam, and the Deputy Secretary General of the Shenzhen Government, Mr Xu Chongguang, in Shenzhen today. It was followed by the signing of the works contract by the Director of the Shenzhen River Regulation Office of the Shenzhen Government, Mr Lan Jianhong, and the Deputy General Manager of China Road and Bridge Corporation, Mr Wang Yanhua, the representative of the Hong Kong contractor.

The Regulation of Shenzhen River Stage IV will improve the upstream portion of the Shenzhen River by raising the flood protection levels of the proposed Liantang/Heung Yuen Wai Boundary Control Point (BCP) and nearby areas to meet relevant standards. The RMB 177.5 million works contract awarded today is the first river works contract of the Stage IV project. It comprises the regulation of about two kilometres of Shenzhen River between Ping Yuen River and the Liantang/Heung Yuen Wai BCP and implementation of associated drainage and landscaping works. The remaining works contract is scheduled to be awarded towards the end of this year. It is anticipated that the drainage capacity of the Shenzhen River between Ping Yuen River and Pak Fu Shan will be increased to a level that can withstand rainstorms with a return period of one in 50 years upon completion of the whole project by the end of 2017.

Subsequent to the completion of Stages I, II and III in 1997, 2000 and 2006 respectively, the flood prevention levels of the middle and downstream portions of Shenzhen River have been raised, alleviating the flooding problem on both sides of the river, including Yuen Long and North District.
