Merging of Civil Engineering Department and Territory Development Department

A new works department, the Civil Engineering and Development Department (CEDD), is formed today (July 1) after merging the Civil Engineering Department and the Territory Development Department.

The former Director of Civil Engineering, Mr T K Tsao, JP, heads the new department.

The merger is in line with the Government's commitment to streamlining government structure and achieving higher efficiency.  It will bring about greater synergy in operation and significant savings as a result of the integration of administrative and support functions of the two departments.

The amalgamation of the two departments will bring about a net reduction of 66 posts at both directorate and non-directorate levels, which will effect savings of about $39.5 million each year on full implementation.

The new CEDD will continue to perform an essential role in delivering major infrastructure and development projects and maintaining slope safety in Hong Kong.
