Reprovisioning Sha Tin Water Treatment Works

The Government has just completed a preliminary feasibility study on implementing the in-situ reprovisioning and ongoing operation of the Sha Tin Water Treatment Works (STWTW) through public private partnership (PPP).  In addition, in light of the market response, the scope of the study has been expanded to include those services and facilities closely connected with the STWTW. 

 

The results of the study indicate that delivering the STWTW reprovisioning project as well as the related facilities and services through PPP is both feasible and beneficial to Government and the public.

 

The Government spokesman said, "We would welcome public comments on the in-situ reprovisioning and operation of the STWTW and related facilities through PPP."

 

The Government will present the related options to the Planning, Lands and Works Panel of the Legislative Council at its special meeting on May 18, 2004 to seek members' views. 

 

In addition, the Water Supplies Department has set up a special consultative committee to strengthen communication with staff and to reflect their views concerning the feasibility study of PPP for the reprovisioning and operation of STWTW and related services and facilities.

 

The Government spokesman emphasised, " The Government has not yet taken a firm view on whether to adopt PPP for the in-situ reprovisioning and operation of STWTW and its related facilities."

 

"The Government will fully consider the lessons learnt from experience elsewhere, and take into account both public and staff views, before making a final decision.

 

"Irrespective of the eventual mode of operation, the Government will ensure that Hong Kong's fresh water supply services will be maintained at the current high level and comply with all relevant World Health Organisation standards," he added.

 

The Government will later upload the consultancy report on the preliminary feasibility study onto the webpage of the Environment, Transport and Works Bureau (http://www.devb-wb.gov.hk) for public information.
