Three separate Sub-committees focusing on Wan Chai Development Phase II Review, South East Kowloon Development Review and Harbour Plan Review were set up at the second meeting of the Harbour-front Enhancement Committee (HEC) today (July 8).
Members discussed their respective terms of reference and memberships. In principle, the Sub-committee meetings will be open to the public. Their first meetings will be held in late July/August, during which specific topics will be studied in a greater depth.
Members listened to two presentations by member organizations, Conservancy Association and Citizen Envisioning @ Harbour on enhancing community participation programme and the Central and Wan Chai harbour-fronts respectively.
Professor Lee Chack-fan, the Chairman of the HEC, said, "The two proposals will be followed up by the Sub-committees."
Members were briefed on the major findings of the final report on Designing Hong Kong Harbour District and the harbour-front, skyline and reclamation presentation by the Society for Protection of the Harbour Limited.
Members were also briefed on the role of the Central - Wan Chai Bypass in the context of the strategic network of northern Hong Kong Island.
The system of alternate representation of members was discussed and the meeting agreed that each of the 13 member organizations could each nominate one designate alternate member. For official Members, the same arrangement applied.
