1. About the Awards

The Outstanding NEC Team Performance Awards (“Awards”), organised by the Development Bureau, aim to recognise outstanding project teams of construction / maintenance works in Hong Kong, which have exemplified the core NEC principles of mutual trust & cooperation to enhance project performance through effective collaborative partnering.

The Awards celebrate exceptional efforts contributory to remarkable collaboration among clients, consultants, and contractors — demonstrating how teamwork, synergized with excellence in site supervision, contract administration and problem solving, can translate the concept of collaboration into tangible, impactful outcomes.  By recognising project teams which have truly displayed the NEC spirit to overcome challenges and achieve outstanding project outcomes,  the Awards highlight best practices and share successful stories within the industry.

The Awards aim to continuously inspire and motivate Hong Kong’s construction industry to embrace the NEC ethos and foster a collaborative culture that drives excellence in project outcomes.

2. Awards Categories

The year 2025 marks the inaugural year of the Awards, which will have the following two award categories:

Excellence in Partnering 卓越夥伴合作獎

• To recognise project teams which have embraced and successfully applied the core principles of NEC in making transformative changes in their contracts, leading to remarkable project outcomes.

Excellence in Innovation & Technology Adoption 卓越創新科技應用獎

• To recognise project teams who have excelled the project delivery practices through successful adoption of innovation & technology solutions under a collaborative partnering approach.

A trophy will be presented to the winner of each award category.  Certificate(s) will also be presented to applicants with meritorious performance under each award category.

3. Eligibility

• Open to all construction contracts in Hong Kong that adopt the NEC form, including both the public and private sectors.

• Submissions shall be on a contract basis and each contract shall meet one of the following criteria:
  • Ongoing contract: the contract shall be currently active with construction works, maintenance works and/or operation service undertaken before the closing date for application; or
  • Recently completed contract: The contract shall have achieved Completion (such as for ECC) or the Service Period shall have ended (such as for TSC/DBOC) on a date falling on or after 15 September 2024 (i.e. one year from the application deadline).

• All key stakeholders of the contract, including the Client/Employer, Project Manager/Service Manager, Contractor, Cost Manager (if applicable) and Supervisor (if applicable) must unanimously agree to submit a joint application.

• Each client organisation is allowed to submit up to 6 applications for each award category. 

• The Development Bureau and/or the Judging Panel reserve the right to disqualify or determine the eligibility of each application.

5. Judging Panel

The Judging Panel, with the Permanent Secretary for Development (Works), Development Bureau as the Chair, comprises senior members from Thomas Telford Limited, the Association of Consulting Engineers of Hong Kong, the Construction Industry Council and the Hong Kong Construction Association.  The Applicants are required to make presentations to the Judging Panel if shortlisted. 

6. How to apply

Each application must include the following:

• A completed application form in editable PDF format.
• Eligibility evidence showing the adoption of NEC form and the contract status (e.g. articles of agreement, completion certificate, etc.)
• Additional documents, limited to 2 pages in A4 size, which may include photos, drawings, or diagrams. (Optional)
• A video with a duration of less than 5 minutes. (Optional)

File size limit

The total file size of the application form, eligibility evidence and additional documents (if any) should not exceed 25MB.

Video submission

If a video is to be included in the submission, please provide a link for downloading instead of attaching the video to the submission email.

All submissions must reach the Secretariat by email: nechkaward@devb.gov.hk by 12:00 noon (Hong Kong time), 15 September 2025.  Late submission will not be considered.

7. Timeline

The Awards will be presented in the Outstanding NEC Team Performance Awards Ceremony at NEC Asia Pacific Conference 2025 on 27 November 2025.
