The total number of manual workers engaged at construction sites increased from 68,683 in the 3rd quarter 1999 to 71,789 in the 4th quarter 1999, or about 4.5%.

During the 4th quarter of 1999, the Civil Engineering Works Index (CEWI), Highways Department Construction Cost Index (HyDCCI), Building Cost Index(BCI), and Building Services Tender Price Index (BSTPI) increased by about 0.9%, 0.6%, 0.2% and 7.9% respectively. Building Works Tender Price Index (BWTPI) decreased by about 3.5%.

The 1994/95 based Consumer Price Index (CPI(C)) dropped from 112.5 at the end of 3rd quarter 1999 to 111.4 at the end of 4^th quarter 1999, or about 1%.
