The Building Cost Index (BCI), also known as Consolidated Labour & Material Index (CL&MI), is the total of 45% of Labour Index and 55% of Material Index related to a base of 100 at the first quarter of 1970. The Highways Department Construction Cost Index (HyD CCI) is the total of 60% of the average Material Index and 40% of the Labour Index which are published monthly by the Census & Statistics Department related to a base of 100 at November 1975. The Civil Engineering Works Index (CEWI) is based on the Labour Index and various material costs indices published monthly by the Census & Statistics Department related to a base of 100 at 1980.
