The Material Index and Labour Index are compiled by the Architectural Services Department based on the average prices of material and wages of labour figures supplied by Census & Statistics Department and the Hong Kong Construction Association, Ltd. These figures are applied to each tradesman/prime material according to the pre-fixed weighting with all necessary adjustment to produce the current index and each index is related to the first quarter of 1970 and has the same base as the Tender Price Index at 100. The index is prepared on the basis of Government building projects and does not necessarily reflect conditions in the private sector. The Building Cost Index (BCI), also known as Consolidated Labour & Material Index (CL&MI), is the total of 45% of Labour Index and 55% of Material Index.
