New performance rating scheme for registered lift contractors

The Electrical and Mechanical Services Department (EMSD) today (March 3) announced the results of the Contractors' Performance Rating (CPR) for the past 12 months (March 2010 to February 2011) on the EMSD website (www.emsd.gov.hk/emsd/eng/pps/le_pub_mpr.shtml). A new method has been used to calculate the contractors' performance index.

With a view to further improving the CPR scheme implemented in 2009, the EMSD has, in collaboration with the trade, reviewed the rating methodologies and revised the assessment of the CPR scheme.  This will enable the scheme to reflect the maintenance and safety performance of the registered lift contractors more effectively.

Under the new rating scheme, the full mark of 100 comprises two parts, namely the "Maintenance Index" and the "Safety Index", with each part offering a maximum mark of 50. The "Maintenance Index" aims to reflect the contractors' performance of their routine maintenance works.  If unsatisfactory maintenance performance is identified during the EMSD's lift inspection including incident investigation, the Maintenance Index of such contractor will be reduced accordingly:

Maintenance Index = 50 x (1- cumulated maintenance performance monitoring points / number of inspections in the period)

The "Safety Index" aims to reflect the contractors' safety performance.  If critical safety non-compliance is identified during the EMSD's lift inspection including incident investigation, the Safety Index of the contractor will be reduced accordingly:

Safety Index = 50 - cumulated safety performance monitoring points

"The new rating scheme reflects the maintenance and safety performance of the registered lift contractors more effectively.  EMSD will continue to closely monitor the contractors' performance as well as discuss with the trade to further enhance the CPR scheme regularly.  The CPR result is considered as a useful reference for lift owners or their building management agents to select suitable lift maintenance contractors," a spokesman for the EMSD said.

For the period from March 2010 to February 2011, 39 contractors are listed in the CPR results with marks from 55 to 100, with five contractors scoring the full mark of 100. The performance rating will be updated quarterly and the cumulated performance monitoring points are valid for 12 months.

Apart from the CPR results, EMSD has also updated summaries of warning letters issued to registered lift contractors and the "lift incident summary record" for public reference.  In the quarter from December 2010 to February 2011, EMSD issued two warning letters to two contractors, namely Holake Hong Kong Lifts Limited and Schindler Lifts (Hong Kong) Limited. The record of warning letters is available on the EMSD website (www.emsd.gov.hk/emsd/e_download/pps/le/warning_letter_list.pdf). In addition, there were eight reported lift incidents related to equipment failure in the quarter mentioned above.
