Secretary for Development celebrates Chinese New Year with singleton elders and welfare service users (2011/02/04)

The Secretary for Development, Mrs Carrie Lam, visits Mr Ngan at the Ancillary Facilities Block in Tsz Ching Estate. Mrs Lam has acquainted with Mr Ngan for about 10 years since her days as the Director of Social Welfare.
