The Development Bureau proposes to introduce a dedicated legislation to accelerate the development of the Northern Metropolis (NM), with a view to further removing barriers in respect of planning and lands procedures in the NM, expediting construction works and facilitating industry operation.  A 2-month public consultation on the legislative proposal was conducted between 24 March and 22 May this year with public views received from all sectors of the public through meetings with different stakeholders as well as written submissions.  For the legislative proposals, please refer to the discussion paper for the meeting of the Legislative Council (LegCo) Panel on Development on 24 March 2026 and the presentation made by the Government then.

The public consultation period has ended.  We are now consolidating and analyzing public views received, with the target to introduce a bill into the LegCo in the middle of this year together with the draft of the first batch of subsidiary legislation for preview.  We will strive to have the bill for the primary legislation passed within the year, and then formally submit the first batch of subsidiary legislation under the primary legislation to the LegCo for vetting.
