The initiative is pursued through the Task Force on Electronic Tendering, which has been formed under the Contracts Committee of the Construction Advisory Board in September 1999.
The electronic tendering is implemented with the promulgation of the Environment, Transport and Works Bureau Technical Circular (Works) No. 11/2005 with subsequent updates on 19 December 2019 on electronic dissemination of tender documents and electronic submission of tender returns.
An electronic version of tender documents is disseminated through the following means. It is distributed in the form of an Electronic Dissemination Package (EDP) through CD-ROM media or the Internet.
The Form of Tender must be in hard copy format only. Apart from the Form of Tender, the rest of the tender return can be prepared and submitted electronically on CD-ROMs . All electronic files in the tender return shall be digitally signed by the tenderer using the organisational e-Cert.
