1. Account Registration
    Contractors are required to register as registered users of the e-TS(WC).  For contractors on the Government Approved Lists, their listing status will be authenticated by the e-TS(WC) during account registration.  Once registered, the contractors’ basic information will be synchronized to the e-TS(WC) automatically.

  2. Tender Forecast and Tender Invitation
    Tender opportunities will be posted on the e-TS(WC).  The e-TS(WC) will also send tender invitation e-mails to the contractors that are invited by the procuring department.  Registered users can download tender documents / addenda and responses to tender queries (if any) via the e-TS(WC).

  3. Communication with Procuring Departments
    Registered users can communicate with the procuring department regarding matters such as tender queries and complaints using the dedicated message function of the e-TS(WC).

  4. Tender Submission
    Registered users can submit tender electronically.  All files submitted via the e-TS(WC) should be digitally signed in .p7s format by an authorised person of the contractor using a valid organisational e-certificate.  The submission function in the e-TS(WC) will be disabled after the tender closing date and time, or if this has been extended, the extended date and time, automatically.

    All tenders received will be kept in the secured electronic tender box of the e-TS(WC).  The transmission and storage of the tenders will be encrypted, protected and controlled according to the Security Regulations.

  5. Tender Opening
    Tenders are opened electronically by Tender Opening Team of relevant tender boards via the e-TS(WC).  The system will control the access to the electronic tender box according to the pre-defined tender opening date/time and authorised persons of the relevant tender boards.

    The e-TS(WC) will generate separate passcodes to the officers responsible for opening tenders via email.  The officers have to enter the received passcodes at the same time in the same computer to access the e-TS(WC) and decrypt the tenders.

  6. Tender Assessment and Tender Clarification
    Procuring department will obtain the tenders via the e-TS(WC) for assessment and raise tender clarification with respective tenderers, if required, electronically.  Upon receipt of request from procuring department, registered users can provide clarification and / or further information regarding the submitted tenders via the e-TS(WC).

  7. Notification of Tender Award
    Procuring department will notify both successful and unsuccessful tenderers about the tender result via the e-TS(WC).  The tenderers can view tender award notice and download letter of acceptance / letter to unsuccessful tenderers via the e-TS(WC).
