1. Account Registration
    Consultants are required to register as registered users of the e-TS(CS).  For consultants on the on the List of Consultants of AACSB, List of Consultants of EACSB and List of Buildings Department Pre-qualified Consultants, their listing status will be authenticated by the e-TS(CS) during account registration.  Once registered, the consultants’ basic information will be synchronized to the e-TS(CS) automatically.

  2. Forecast of Consultancies and Expression of Interest / Technical and Fee Proposals Invitations
    Expression of interest / technical and fee proposals invitation notices will be posted on the e-TS(CS).  For the selected works-related consultancy services, the e-TS(CS) will also send invitation e-mails to the consultants that are invited by the procuring department.  Registered users can download invitation documents / addenda and responses to queries (if any) via the e-TS(CS).
  3. Communication with Procuring Departments
    Registered users can communicate with the procuring department regarding matters such as queries and complaints using the dedicated message function of the e-TS(CS).

  4. Expression of Interest / Technical and Fee Proposals Submission
    Registered users can submit expression of interest / technical and fee proposals electronically.  All files submitted via the e-TS(CS) should be digitally signed in .p7s format by an authorised person of the consultant using a valid organisational e-certificate.  The submission function in the e-TS(CS) will be disabled after the invitation closing date and time, or if this has been extended, the extended date and time, automatically.

    All submissions received will be kept in the secured electronic tender box of the e-TS(CS).  The transmission and storage of the submissions will be encrypted, protected and controlled according to the Security Regulations.

  5. Submission Opening
    Submissions are opened electronically by relevant selection boards/assessment panels via the e-TS(CS).  The system will control the access to the electronic tender box according to the pre-defined submission opening date/time and authorised persons of the relevant tender boards/assessment panels.

    The e-TS(CS) will generate separate passcodes to the officers responsible for opening submission via email.  The officers have to enter the received passcodes at the same time in the same computer to access the e-TS(CS) and decrypt the submissions.

  6. Tender Assessment and Tender Clarification
    Procuring department will obtain the submissions via the e-TS(CS) for assessment and raise clarification with respective bidders, if required, electronically.  Upon receipt of request from procuring department, registered users can provide clarification and / or further information regarding the submitted expression of interest / technical and fee proposals via the e-TS(CS).

  7. Notification of Consultancy Award
    Procuring department will notify both successful and unsuccessful bidders about the bidding result via the e-TS(CS).  The bidders can view consultancy award notice and download letter to successful/unsuccessful consultancy bidders via the e-TS(CS).
