PURPOSE

This paper briefs Members on the policy strategies of the Development Bureau (DEVB) in the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) (Hong Kong’s Five-year Plan) and DEVB’s policy initiatives in Chief Executive’s 2026 Policy Address.   

The major indicators and work objectives for the scope of work under DEVB in the Hong Kong’s Five-Year Plan are at Annex A.  We set out in Annex B a list of 14 Indicators for Specified Tasks contained in the Annex to the 2026 Policy Address.  They comprise eight new indicators and six ongoing and valid indicators.  As regards the Indicators for Specified Tasks contained in the Annex to the 2025 Policy Address, the relevant progress is set out in Annex C.
