Land and Development Advisory Committee briefed on policy address initiatives concerning Development Bureau

At the meeting today (October 19), the Land and Development Advisory Committee (LDAC) was briefed on the 2010-11 Policy Address and Policy Agenda initiatives concerning Development Bureau.

The Secretary for Development, Mrs Carrie Lam, briefed members on three major policy initiatives, including a package of measures to foster a quality and sustainable built environment, measures to enhance building safety and the Urban Renewal Strategy Review. Members noted and appreciated that the land development related initiatives in the Policy Address had addressed public concern.

At the meeting, members were briefed on the new measures to foster a quality and sustainable built environment, which require building separation, building setback and site coverage of greenery. Members generally agreed that the proposed measures to control "inflated building" problems had responded to public concerns on the bulk and height of buildings.  Members also noted that the Government is reviewing the car parking requirements in private residential development.

LDAC members also noted that the Government would adopt a multi-pronged approach and work with stakeholders to address the problems of building dilapidation in Hong Kong. Members welcomed measures to enhance building safety through legislation, enforcement, public education and support for buildings owners as they would create a safe living environment for the public. Members also recognised that measures to enhance building safety would require the support of good building management. 

In addition, members noted that the Government had issued a draft revised Urban Renewal Strategy and announced three new initiatives, including setting up of the first District Urban Renewal Forum in Kowloon City on a pilot basis, establishing an Urban Renewal Trust Fund with $500 million injection by the Urban Renewal Authority and the use of Kai Tak sites to facilitate implementation of the "flat for flat" arrangement.
