The 20 test results with abnormalities are all from the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong-related projects (i.e. Hong Kong Boundary Crossing Facilities (HKBCF) and Hong Kong Link Road (HKLR)) as well as the Tuen Mun - Chek Lap Kok Link (TM-CLKL) project, not involving other public works projects. The CEDD has provided the relevant test results to the Highways Department today, which has also given the test results to its engaged professional organisation immediately for follow up. The professional organisation is identifying the structural locations corresponding to those test results and will carry out necessary tests as soon as possible.
The CEDD has completed the review on all reports of concrete cube tests conducted by the concerned laboratory. The total number of concrete cube tests relating to the HZMB Hong Kong-related projects (i.e. HKBCF and HKLR) as well as the TM-CLKL project is 303 700 while the number of test results with abnormalities is 346, which is about 0.11 per cent of the total number of tests under the projects. Please refer to the Annex for details.
In addition, using the raw data of the test results, the CEDD has finished the analysis of the strength of all affected batches of concrete within the period from January 2013 to March this year, which involves the HZMB Hong Kong-related projects (i.e. HKBCF and HKLR) as well as the TM-CLKL project, in accordance with the General Specification for Civil Engineering Works as specified in the contracts. The results showed that the 346 suspected problematic test reports did not affect the final test results and the compliance with the General Specifications requirements.
The CEDD will continue to co-operate with the Independent Commission Against Corruption on its investigation.
