Welcome Message from the Secretary for Development

Welcome to the Homepage of the Development Bureau.

The Development Bureau was established on 1 July 2007 following the re-organisation of the Policy Bureaux of the Government Secretariat. I am honoured to assume the post of the Secretary for Development. Together with my colleagues, we shall do our utmost to serve the people of Hong Kong.

In his election platform, the Chief Executive has highlighted, inter alia, a number of policy priorities for the third term Hong Kong SAR Government. These include advocating a progressive view on development, alleviating poverty through job creation, and raising quality of life. The work of the Development Bureau in the coming years will contribute to these priorities.

Infrastructure development is one of the driving forces of Hong Kong's economy. We will speed up the implementation of large scale projects and enhance efficiency in planning and delivery through better co-ordination. We will also adopt a more forward-looking mode of development to ensure that Hong Kong's infrastructure meets our future needs.

At the same time, I am acutely aware of rising public aspirations for spacious and cleaner environment, higher quality of living and preservation of our heritage. By placing planning, land use, urban renewal, public works and heritage under one roof, I am confident that we are in a better position to respond positively to these aspirations. Of course, our common aim of striking a pragmatic balance between these varied objectives can only be achieved through greater efforts in public engagement and consensus building. I pledge to work with you all in taking forward the mission and the work of the Development Bureau.
