The Victoria Harbourfront takes on a new look

It has been the shared vision of both the Government and the community to enhance the attractiveness and vibrancy of our Victoria Harbourfront. Over the past decade, various action areas on both sides of the harbour have gone through changes of varying degree, all with the hope to provide a gathering place for our community to gather and experience leisure, entertainment, cultural and social activities at the waterfront.

Through launching comprehensive and extensive public engagement exercises, we continue to strive for a long term development framework and vision for the enhancement of harbourfront areas stretching from Hung Hom, Kai Tak and Kwun Tong in Kowloon, to Central, Wan Chai and the Eastern District on Hong Kong Island. Meanwhile, to enable early public enjoyment of these areas, we have introduced a series of short to medium-term projects with help from District Councils, in order to provide the community with good locations to enjoy the spectacular view of our harbour.

Hung Hom
The overall design concept of the Hung Hom Promenade focuses on “creating a tranquil and pleasant waterfront area for public enjoyment”. Apart from footpaths for jogging and leisure strolls, the promenade also features substantial lawn area where locals and tourists can enjoy the beautiful view of Victoria Harbour and firework displays during festive seasons. In fact, this promenade has opened up a section of the area which was originally closed, thus reconnecting the four-kilometre waterfront from Star Ferry Pier in Tsim Sha Tsui to Laguna Verde in Hung Hom.

Kai Tak
The Kai Tak Cruise Terminal Park and the Runway Park Phase 1 are now open for public. The former, occupying an area of 23 000 square metres, is equipped with various amenities including Park Plaza, Viewing Lawn, Water Garden, Rain Plaza and many more. The latter adopts a relatively simple design, yet fully utilizes its unique geographical location and landscape in the building of a promenade. With a large lawn at the centre of the park, the Runway Park Phase 1 Promenade enables the public to appreciate the scenic views of Victoria Harbour at the tip of the former airport runway.

Kwun Tong
Located near Kai Tak, the Kwun Tong Promenade Stage 1 embraces the design theme of “bringing Nature into our City”. In addition to a 200-metre boardwalk, a multi-purpose plaza here displays special lightings every night, with sychronising lights flashing to the rhythm of the music and mist emitting from the floor to create a surreal and romantic atmosphere. Stage 2 construction works along the promenade is in progress. Upon completion, the scenic footpath will be extended by 750 metres and the promenade will be equipped with pavilions, an open area, artistic decoration made from recycled papers and crane model that will evoke memories of the site’s historical legacy, as well as a sensory garden. Special lighting and audio effects, accompanied by misty waterscape devices, will be an extension of stage 1 design concept.  The construction project is expected to complete by the end of this year.

Quarry Bay
The Quarry Bay Promenade extends westwards from Quarry Bay Park Phase I, linking with a section of the waterfront on Hoi Yu Street. The construction of this 500-metre promenade was proposed by the Eastern District Council. Built with a pet garden, the promenade has adopted “a two-linear platform design”, with the height of the platforms descending towards the waterfront – the lower platform enables people to come close to the shoreline to appreciate the harbour view, while the upper platform is a landscaped area with lawn and trees for public enjoyment. As a portion of the waterfront area falls within part of the ventilation building of the Eastern Harbour Tunnel, the Government has liaised with and gained consent from the tunnel operator to release the area for public access, so as to create a continuous promenade.

Sheung Wan
The Central and Western Promenade - Sheung Wan section is the fruitful result of combining infrastructural development with harbourfront enhancement efforts. Not only has it reduced the risk of flooding, stunning view of Victoria Harbour has also been preserved. The 200 million-dollar Sheung Wan Stormwater Pumping Station project was constructed with most structures underground. When taking forward the project, the Drainage Service Department built in its adjacent area an open space and a promenade with a total area of about 5 700 square metres. The promenade, with amenities such as a pet corner and a Tai Chi garden, and with its connection to the Sun Yat Sen Memorial Park, has become a hot spot for the community to enjoy the harbourview during holidays.

Central
The promenade formed with the completion of the Central Reclamation project has linked up the Central Pier and the Tamar Park. The two waterfront sites adjacent to the Tamar Park, with a total area of 1.5 hectares, have been developed into a temporary leisure open space and a pet garden for people to enjoy. Given that the project is temporary in nature, the design and materials used are kept simple. The large piece of lawn in the new harbourfront, as well as the Tamar Park, have become a popular destination for jogging, exercising and relaxing. It is also one of the best locations for viewing and shooting photos of the spectacular fireworks at Victoria Harbour.

Located at the core business district and being quite distant from major residential areas, the New Central Harbourfront has great potential to accommodate more diverse uses and activities. Other than a leisure open space for the public, it can also provide an ideal venue for an array of activities. After years of efforts in exploring how vitality of the harbourfront could be further lifted, as well as comprehensive consultation with different stakeholders, we have responded to the suggestions of the tourism industry, and made a new creative attempt: the construction of a Ferris Wheel at the site about one hectare off Piers No.9 and No. 10. In fact, this site adjacent to the Ferris Wheel, with an area of about 3.6 hectares, has already hosted numerous mega events, such as the “Hong Kong Wine & Dine Festival” held by the Hong Kong Tourism Board; “Symphony Under The Stars” staged by the Hong Kong Philharmonic Orchestra; a series of “extra-ordinary” activities organised by “Very Hong Kong”; the “HK Fan Zone” organised by the Hong Kong Rugby Football Union; and the “Flugtag Flight Day”. Tens of thousands of locals and tourists are attracted to join these events.

The world famous Victoria Harbour has always been a “golden label” of Hong Kong. Be it for the new Ferris Wheel, or the exciting range of large scale activities, our harbour will continue to be one of the major attractions for locals and tourists alike.
