Terms of Reference

  1. To advise the Development Bureau on the construction trades eligible for application for the Labour Importation Scheme for the Construction Sector (“Scheme”) and their respective wage levels having regard to the manpower situation of the construction industry and the suggestions of the Construction Industry Council Task Force on Short-Term Labour Supply; and
  2. To note the implementation progress of the Scheme and offer views on the overall operation of the Scheme (such as quota ceiling, scope of the eligible works projects and related recruitment arrangements for local and imported workers).
