Curriculum Vitae

Ir MAK Chai-kwong graduated from the University of Hong Kong with a B.Sc. in Engineering in 1973 and further obtained a M.Sc. in Urban Planning in 1985 from the same University. He is a Fellow of the Hong Kong Institution of Highways and Transportation; a Chartered Fellow of the Chartered Institute of Logistics and Transport; a Member of the Institution of Civil Engineers; a Member of the Hong Kong Institution of Engineers and a Senior Member of the China Railway Society.

Ir MAK joined the Government as an Assistant Engineer in August 1976 and since then his career has been closely associated with the development of Hong Kongˇ¦s railway system. He was in charge of a number of projects for the electrification and modernization of the Kowloon-Canton Railway. In 1990, he initiated and organized planning studies for Hong Kongˇ¦s railway development. He then took part in the formulation of Hong Kongˇ¦s Railway Development Strategies, which were published in 1994 and 2000.

Ir MAK was promoted to the rank of Chief Engineer in 1994, to Government Engineer in 1997 and to Principal Government Engineer in 2000. In June 2000, he became the Project Manager of the New Territories-East Development Office in the former Territory Development Department, in charge of infrastructure projects in the Tseung Kwan O, Sha Tin and Ma On Shan New Towns. He was appointed as Director of Highways in November 2002, responsible for developing and upkeeping the road network as well as the planning and monitoring of railway development in the Hong Kong SAR. As of 19 September 2006, Ir Mak is the Permanent Secretary for the Environment, Transport and Works (Works) administering six Works Departments with a staff of nearly 16,000.

Responsibilities

To assist in formulating policies in regard to slope safety, flood prevention, water supply, greening and the delivery of the Public Works Programme; and to ensure the efficient implementation of such policies
To housekeep Architectural Services Department, Civil Engineering and Development Department, Drainage Services Department, Electrical and Mechanical Services Department and Water Supplies Department
To provide strategic input to directorate succession planning and leadership development in respect of Works Group of Departments and to steer and implement re-organisation plans where necessary
To oversee liaison with the construction industry, in particular in regard to cooperation with the Construction Industry Council and the Construction Workers Registration Authority
To explore opportunities for cooperation between stakeholders of the local construction industry and their Mainland counterparts and to promote local professional services outside Hong Kong
To assist in formulating policies in regard to development-related heritage conservation so as to enable a close interface between development and heritage conservation
