Technical Circulars (Works) set out procedures by which policy decisions are to be put into practice by Works Departments. As a general principle, where a Technical Circular (Works) sets out procedures for compliance, this is intended to be an instruction for Works Departments. However, where procedures involve other policy bureaux, branches or departments, it is for information only. Other policy bureaux, branches or departments may issue their own parallel technical circulars.

The following list is a complete set of existing Technical Circulars that are currently in force. From time to time, new Technical Circulars are added to the list to promulgate new policy decisions and procedures. Technical Circulars are removed from the list either when they have been superseded by updated Technical Circulars or subsumed under the relevant Handbooks.
